Imad Akbariyeh, a Palestinian and top terrorist for Al-Qaeda, has developed a plan to circumvent western security checkups at airports and land terminals by surgically inserting liquid explosives into live volunteers, creating literal human bombs. From his hiding place in the Arabian Desert, Imad launches a series of lethal terror attacks which began in Riyadh and continues in Paris, Brussels, London and Berlin. The attack in Rome kills, among others, six Israeli military industries retirees.

 Avner Herlich, a Mossad operative, is called into action and plants an agent in Imad's camp – German doctor Anna von Stroop (granddaughter of a former high-ranking Nazi official). Both Avner and Imad, each in his own way, have fallen in love with the beautiful doctor, who has sufficient love for both, as well as for her partner Francesca.

Utilizing digital intelligence and Anna's active assistance, Avner uncovers Imad's plan to smuggle his human bombs, disguised as orthodox Jews, into the Al-Aqsa Mosque in Jerusalem's Old City, and blow it up – provoking hundreds of millions of Muslims to unite in an attack against Israel, which would in turn be forced to unleash their doomsday weapons – nuclear bombs.

 Avner manages to stop the attack at the Mosque, but Imad escapes and captures doctor Verbin, Avner's fiancée, who is carrying his child. The clash between the sworn enemies is now inevitable…
